94. Accountability, Liability and Professional Boundaries

Responsibility for System05 actions shall remain attributable to identifiable persons and organizations.
Relevant parties may include:
- Building owner.
- Occupant.
- Agent provider.
- Software provider.
- Component manufacturer.
- System integrator.
- Engineer.
- Contractor.
- Inspector.
- Maintenance provider.
- Regulatory authority.
Agent deployment shall not create an accountability gap in which every participant claims that the AI made the decision.
The system shall distinguish between:
- Information.
- General recommendation.
- Engineering analysis.
- Operational control.
- Professional approval.
- Regulatory acceptance.
- Physical execution.
- Verification.
An AI agent shall not represent itself as a licensed professional or issue professional certification unless the applicable legal and professional framework explicitly permits such a function and assigns responsible human or organizational accountability.
Records shall support determination of who designed, approved, configured, requested, executed, and verified a consequential action.
