22. Agent Lifecycle

Every System05 agent shall have a governed lifecycle from registration through retirement.
The lifecycle may include:
- Development.
- Testing.
- Qualification.
- Registration.
- Deployment.
- Activation.
- Operation.
- Monitoring.
- Updating.
- Requalification.
- Suspension.
- Recovery.
- Replacement.
- Revocation.
- Retirement.
- Archival.
Deployment shall not itself authorize operation. An agent shall become active only after identity verification, compatibility checks, permission assignment, and successful initialization.
Updates affecting capabilities, safety behavior, tools, permissions, or underlying models shall be evaluated before activation. Where practical, the previous verified version should remain available for rollback.
When an agent is replaced or retired, authoritative records and required lifecycle memory shall be transferred or archived without transferring obsolete permissions or hidden internal state.
