9. Phased Autonomy Model

System05 shall adopt a phased autonomy model through which AI authority increases only when supported by demonstrated capability, verified interfaces, sufficient evidence, operational monitoring, and approved governance.
The phases are:
Phase 0 — AI-Ready Engineering
System05 information is structured for future machine interpretation, but engineering and operational decisions remain human-directed. Deterministic tools and the Engineering Compiler provide formal validation.
Phase 1 — AI-Assisted Engineering
AI tools support analysis, documentation, configuration development, risk detection, and recommendation. Humans initiate tasks, evaluate outputs, and approve decisions.
Phase 2 — Operations Agent
A registered building agent supports commissioning, monitoring, maintenance, occupant services, and lifecycle records. Autonomous actions are limited to explicitly authorized, low-risk operational functions.
Phase 3 — Supervised Lifecycle Autonomy
Agents may initiate inspections, maintenance workflows, resource optimization, and bounded configuration responses. Safety-relevant actions remain subject to approval or certified automatic-control logic.
Phase 4 — Robotic and Construction Coordination
Qualified agents coordinate approved manufacturing, logistics, assembly, inspection, and robotic tasks. Physical actions occur only within verified workspaces, configurations, tolerances, and safety boundaries.
Phase 5 — Bounded Autonomous Engineering
Authorized agents may generate, evaluate, and coordinate engineering configurations within approved design domains. Formal validation, regulatory acceptance, and non-delegable decisions remain governed by accountable authorities.
Progression between phases shall not occur automatically. Each phase requires explicit qualification, authorization, monitoring, and the ability to return to a safer operational state.
