36. Operational Baseline Establishment

The Operational Baseline defines the verified conditions against which future building behavior may be compared.
The baseline may include:
- Normal sensor ranges.
- Seasonal operating ranges.
- Expected energy and water use.
- HVAC performance.
- Electrical demand profiles.
- Plumbing pressure and flow patterns.
- Indoor temperature and humidity behavior.
- Envelope moisture conditions.
- Equipment vibration and sound patterns.
- Node, Cartridge, and Interface health indicators.
- Occupancy-related operating patterns.
- Normal control responses.
- Known exceptions and temporary conditions.
Baseline establishment shall combine approved design intent, commissioning results, manufacturer requirements, direct measurement, environmental context, and qualified human review.
The agent shall distinguish between:
- Design baseline.
- Commissioned baseline.
- Current operational baseline.
- Seasonal baseline.
- Occupancy-specific baseline.
- Temporary baseline.
- Post-repair baseline.
- Post-event recovery baseline.
A learned pattern shall not become an approved baseline automatically. Unsafe conditions, excessive resource use, chronic equipment degradation, or concealed defects shall not be normalized through repeated observation.
Baseline revisions shall identify the reason for the change, supporting evidence, affected systems, authorization, effective date, and previous baseline version.
