84. Emergency Authority and Escalation

Emergency Authority shall be explicitly defined before an emergency occurs.
Pre-authorized emergency functions may include:
- Sending alerts.
- Activating approved emergency modes.
- Isolating non-critical systems.
- Providing evacuation guidance.
- Supporting emergency ventilation.
- Preserving emergency power.
- Unlocking designated egress paths.
- Providing approved information to responders.
Emergency authority shall be:
- Limited to defined conditions.
- Proportionate to the hazard.
- Time-bounded.
- Logged.
- Revocable.
- Subordinate to responder authority.
- Subject to post-event review.
The declaration of an emergency shall not grant unrestricted control. The agent shall not use emergency status to modify protected configurations, access unrelated personal information, or continue elevated authority after the emergency ends.
Where an event exceeds the agent’s defined emergency scope, the agent shall escalate rather than improvise.
