81. Agent Safety Envelope and Forbidden Actions

Every operational agent shall have a defined Safety Envelope describing the conditions within which it may act.
The Safety Envelope may define:
- Permitted systems.
- Operating ranges.
- Maximum command magnitude.
- Maximum duration.
- Required observations.
- Excluded states.
- Required approvals.
- Verification requirements.
- Rollback provisions.
- Emergency limitations.
- Forbidden Actions shall include actions the agent may not perform even when requested by an ordinary user.
Forbidden actions may include:
- Disabling required safety devices.
- Concealing alarms.
- Expanding its own permissions.
- Altering protected evidence.
- Bypassing approval gates.
- Operating beyond certified limits.
- Falsifying component identity or condition.
- Treating simulated results as verified reality.
- Executing an unsafe configuration.
- Preventing authorized emergency intervention.
Forbidden-action rules shall be enforced through independent controls where practicable and shall not rely solely on natural-language instructions to the agent.
