76. Agent Authority Levels
System05 shall define explicit Agent Authority Levels based on the consequences of the functions an agent may perform.
Authority levels may include:
- Observe.
- Inform.
- Recommend.
- Prepare.
- Coordinate.
- Request Approval.
- Execute Reversible Action.
- Execute Bounded Operational Action.
- Execute Emergency Pre-Authorized Action.
- Administer Protected Configuration.
Authority shall be granted by function, building, system, zone, lifecycle phase, operating state, and time. An agent shall not receive universal authority merely because it has been approved for one task.
Higher authority shall require stronger identity, qualification, monitoring, verification, and revocation controls.
Authority shall not be inferred from:
- Technical capability.
- Model intelligence.
- Tool availability.
- Physical connectivity.
- Prior action.
- User familiarity.
- Another agent’s authority.
- Emergency language without verified conditions.
- An agent shall expose its current authority in a form understandable to users and connected systems.
