29. Action and Tool-Use Architecture

Agents shall act through registered and controlled tools rather than through unrestricted access to engineering or building systems.
Tools may include:
- Engineering analysis software.
- The Engineering Compiler.
- BDL editors.
- BIOS services.
- Digital Twin services.
- Component Registries.
- Building automation systems.
- Inspection devices.
- Communication services.
- Manufacturing equipment.
- Robotic platforms.
- Maintenance-management systems.
- Emergency notification systems.
Before using a tool, the agent shall verify:
- Tool identity and version.
- Agent permission.
- Tool capability.
- Input validity.
- Current system state.
- Required approval.
- Expected consequences.
- Verification and rollback provisions.
Consequential actions shall generate an action record containing the agent identity, initiating authority, tool used, relevant inputs, action performed, time, outcome, and verification result.
Agents shall apply the least-consequence principle. Where multiple actions can achieve the same objective, the agent should prefer the action that is safer, more reversible, more observable, and less disruptive.
