91. Explainability and Decision Records

Material agent recommendations and actions shall be explainable to the person responsible for evaluating them.
An explanation should identify:
- What the agent observed.
- What information it used.
- Which requirements or limits applied.
- What conclusion it reached.
- The level of uncertainty.
- What alternatives were considered.
- Why the selected response was recommended.
- What approval or verification remains required.
Explainability does not require disclosure of proprietary model internals, but it shall provide a sufficient operational and evidentiary basis for responsible review.
Decision Records shall be created for consequential recommendations, approvals, commands, overrides, configuration changes, and emergency actions.
A decision record should link the decision to the applicable building state, agent identity, user authority, evidence, time, and outcome.
