19. Agent Capability Model

The Agent Capability Model provides a structured description of the functions an agent is technically able and qualified to perform.
Capabilities may be classified as:
- Observe.
- Retrieve.
- Interpret.
- Analyze.
- Simulate.
- Recommend.
- Generate.
- Validate.
- Coordinate.
- Schedule.
- Configure.
- Control.
- Execute.
- Verify.
- Report.
- Escalate.
Each capability should define its applicable domain, required information, permitted tools, output type, confidence requirements, qualification evidence, and operational limitations.
Technical capability does not equal authorization. An agent may be technically capable of controlling equipment but lack permission to do so in a particular building or state.
Capability claims shall be testable. Safety-critical capabilities shall require defined evaluation procedures and shall not be established solely through provider declaration or general model performance.
