75. Data Ownership, Portability and Interoperability

Building owners and other authorized stakeholders shall retain practical access to the operational and lifecycle information necessary to operate, maintain, repair, transfer, and upgrade the building.
Data portability should include:
- Building BIOS records.
- BDL definitions where rights permit.
- Digital Twin records.
- Component identities.
- Configuration history.
- Maintenance and inspection history.
- Operational baselines.
- Warranties.
- Relevant sensor history.
- Agent action records.
- Evidence packages.
- User-authorized preferences.
System05 shall promote open, documented, and versioned formats to reduce dependence on a single manufacturer, AI provider, cloud service, maintenance contractor, or software platform.
Interoperability shall preserve meaning, not merely file transfer. Exported information should retain identities, units, relationships, timestamps, provenance, confidence, permissions, and applicable versions.
Ownership of the physical building shall not automatically grant unrestricted rights to personal occupant data, proprietary manufacturer information, or regulated records. Rights and responsibilities shall be defined by data category and applicable law.
Loss or termination of a service provider shall not make the building inoperable or erase its authoritative operational history.
