23. Agent Runtime States

System05 agents shall expose a defined runtime state so users and connected systems can determine whether the agent is available, limited, unsafe, or prohibited from acting.
Runtime states may include:
- Unregistered.
- Registered.
- Initializing.
- Active.
- Monitoring.
- Awaiting Input.
- Awaiting Approval.
- Executing.
- Limited.
- Degraded.
- Disconnected.
- Suspended.
- Emergency Restricted.
- Failed.
- Recovering.
- Updating.
- Retired.
- Revoked.
Transitions between states shall be governed by explicit conditions and recorded when they affect authority or active work.
An agent in a degraded or disconnected state shall reduce its authority according to the affected capability. It shall not continue consequential actions when required data, communication, verification, or safety services are unavailable.
The building or engineering system shall be capable of entering a safe state independently of the agent when necessary.
