21. Agent Registry and Discovery

The Agent Registry shall maintain authoritative information about recognized agents and their current operational status.
Registry information may include:
- Agent identity.
- Manifest.
- Roles and capabilities.
- Provider.
- Deployment location.
- Compatible System05 versions.
- Qualification status.
- Active permissions.
- Current runtime state.
- Communication endpoints.
- Credential status.
- Update history.
- Suspension or revocation notices.
Agent discovery shall allow authorized systems to identify agents capable of performing a required function without automatically granting them access or authority.
Discovery and authorization are separate processes. An agent found through the Registry shall still be authenticated, checked for compatibility, and evaluated against applicable permission and policy requirements before participation.
The Registry should support local building agents, project agents, organizational agents, certified third-party agents, and future ecosystem services while preventing unregistered agents from accessing protected System05 functions.
