18. Agent Manifest

Every registered agent shall have a machine-readable Agent Manifest describing what the agent is, what it is intended to do, and the conditions under which it may operate.
The Agent Manifest should contain:
- Agent identity and version.
- Provider and responsible organization.
- Intended roles.
- Supported capabilities.
- Prohibited activities.
- Required inputs and dependencies.
- Authorized tools and services.
- Applicable System05 versions.
- Compatible BDL, BIOS, Digital Twin, and interface schemas.
- Required permissions.
- Supported deployment environments.
- Data-handling and retention rules.
- Safety limitations.
- Human-oversight requirements.
- Escalation procedures.
- Qualification and certification status.
- Update and rollback procedures.
- Expiration and revocation conditions.
The Manifest shall be available to the Agent Registry, administrators, coordinating agents, and authorized auditors.
Capabilities not declared in the active Manifest shall not be presumed. Manifest modification shall be controlled, versioned, authenticated, and auditable.
