10. Human Authority and Accountability

Human authority shall remain clearly identifiable throughout every AI-supported System05 process.
Qualified humans shall retain responsibility for decisions requiring professional judgment, regulatory acceptance, ownership consent, ethical assessment, or public accountability. An AI agent may provide analysis and recommendations, but it shall not obscure who authorized an action or accepted its consequences.
Human oversight shall include the ability to:
- Inspect agent identity and role.
- Review material inputs and outputs.
- Understand the basis of significant recommendations.
- Approve, reject, modify, or defer proposed actions.
- Restrict or revoke permissions.
- Suspend or terminate an agent.
- Restore a safe configuration.
- Review historical actions and decision records.
- Report unsafe or inconsistent behavior.
Approval interfaces shall communicate the actual consequences of the proposed action. They shall not obtain nominal consent through vague, incomplete, or misleading descriptions.
Human authority shall be supported by appropriate competence. The existence of a human approval step shall not by itself make an unsafe or technically invalid action acceptable.
