94. Operational Design Domain and Safety Envelope

Every robotic system shall operate within a declared Operational Design Domain, or ODD, defining the conditions under which its capabilities and safety controls have been qualified.
The ODD may specify:
- Task classes.
- Work-zone geometry.
- Floor, terrain, slope, and edge conditions.
- Payload and reach limits.
- Permitted tools.
- Human-presence conditions.
- Lighting and visibility.
- Dust, rain, snow, wind, temperature, and humidity.
- Communication and localization requirements.
- Building occupancy.
- Utility and hazardous-material conditions.
- Required supervision.
The Safety Envelope shall define the more immediate limits governing each active operation, including motion volume, stopping distance, payload swept volume, separation distance, force, speed, structural capacity, and uncertainty margins.
The active Safety Envelope shall reflect actual configuration and current conditions. It may be smaller than the robot’s nominal performance envelope.
Operation outside the qualified ODD shall be prohibited unless a specifically reviewed alternative mode has been authorized. Approaching an ODD boundary shall trigger warning, reduced capability, controlled stop, or transfer to human control as defined by the work package.
The robot shall not expand its own ODD based solely on successful prior operation or AI inference.
