10. Robot Capability versus Robot Authority

Robot Capability describes what a robotic system is technically able and qualified to do. Robot Authority describes what that system is permitted to do in a particular building, project, location, time, and operational state.
Capability may include:
- Payload capacity.
- Reach.
- Mobility.
- Positioning accuracy.
- Tool compatibility.
- Perception functions.
- Environmental resistance.
- Communication protocols.
- Task classes.
- Certified safety functions.
Authority may be limited by:
- Assigned role.
- Project approval.
- Work zone.
- Time window.
- Building state.
- Component class.
- Tool assignment.
- Consequence level.
- Human supervision.
- Permit or regulatory condition.
- Safety Envelope.
- Active certification.
- Current task authorization.
A robot capable of lifting a structural component shall not lift it unless the component, route, support condition, work zone, tool, personnel exclusion, and task authorization have been verified.
Authority shall be explicit, machine-readable, time-bounded where appropriate, and revocable. It shall follow the principle of least privilege.
A robot shall not:
- Expand its own authority.
- Assign itself new tasks outside its approved scope.
- bypass approval gates.
- Treat access to a tool as permission to use it.
- Treat a generated plan as an approved instruction.
- Approve its own consequential work.
- Continue after its authority has expired or become uncertain.
- When capability and authority conflict, the more restrictive condition shall govern.
