17. Manufacturing Authority and Accountability

System05 manufacturing shall operate through explicit authority and accountable decisions.
Relevant authorities may include:
- Design Authority.
- Manufacturing Authority.
- Quality Authority.
- Process Owner.
- Material Approval Authority.
- Inspection Authority.
- Nonconformance Review Authority.
- Release Authority.
- Certification Body.
- Regulatory Authority.
The Design Authority shall control engineering intent and changes affecting product function, Interface requirements, performance, and safety.
The Manufacturing Authority shall control how the approved definition is industrialized and executed within the permitted manufacturing boundary.
The Quality Authority shall possess sufficient independence to prevent release of products that lack required conformance or evidence.
- Production personnel, robots, software, and AI systems shall operate only within granted permissions.
- No actor shall approve its own consequential deviation without the required independent review.
Authority shall be defined for:
- Production release.
- setup approval.
- parameter change.
- material substitution.
- process change.
- rework.
- repair.
- use-as-is concession.
- evidence correction.
- shipment.
- recall.
- Delegated authority shall specify scope, duration, qualifications, limitations, and revocation conditions.
Accountability shall remain with identifiable persons or organizations. Use of automated decision support shall not create an authority vacuum.
Conflicts among cost, schedule, output, and quality shall be resolved according to defined safety and governance priorities. Production urgency shall not authorize undocumented departure from requirements.
