16. Manufacturing Consequence and Criticality Classes

Manufacturing requirements shall be proportional to the consequence of failure and the criticality of the affected characteristic.
Criticality assessment shall consider potential effects on:
- Structural safety.
- life safety.
- fire performance.
- utility containment.
- electrical safety.
- Interface compatibility.
- robotic engagement.
- durability.
- building operation.
- inspection reliability.
- replacement and disassembly.
- occupant health.
- environmental release.
System05 may establish graduated Manufacturing Criticality Classes. The final classification framework shall be governed separately, but it should distinguish at least:
- Low-consequence characteristics.
- functional characteristics.
- compatibility-critical characteristics.
- safety-critical characteristics.
- high-consequence special processes or hidden characteristics.
Higher criticality may require:
- More restrictive change control.
- approved suppliers.
- qualified processes.
- serialized traceability.
- enhanced inspection.
- independent verification.
- calibrated measurement.
- retained samples.
- longer evidence retention.
- stricter release authority.
Criticality shall attach to characteristics and operations, not merely to entire products. A product may contain both safety-critical and cosmetic features.
Classification shall not be increased without reason, because unnecessary criticality increases cost and may reduce regional accessibility. It shall not be reduced to avoid inspection or certification obligations.
Where uncertainty exists, temporary conservative classification may be used until evidence supports refinement.
Criticality shall be visible in manufacturing definitions, work instructions, inspection plans, change reviews, and release decisions.
