76. Rule Evaluation Graph

The Rule Evaluation Graph represents the application of engineering, constitutional, regulatory, certification, profile, project, and advisory rules to the compiled configuration.
It shall contain:
rule identities and versions;
evaluated entities;
required inputs;
prerequisite rules;
intermediate results;
final outcomes;
severity;
exceptions;
evidence references;
- diagnostic records.
- The graph shall expose the reasoning path by which a rule result was reached.
Rule dependencies shall be explicit. A rule shall not rely upon an undocumented previous evaluation or mutable environmental condition.
Conflicting rule outcomes shall be evaluated using authority and precedence rules rather than execution order.
The graph shall distinguish pass, fail, warning, not applicable, indeterminate, blocked, deferred, and conditionally accepted outcomes.
Where a rule cannot be evaluated because required information is missing, the result shall be indeterminate or incomplete rather than compliant.
The Rule Evaluation Graph shall support reproducibility, audit, debugging, certification, change-impact analysis, and explanation to human reviewers.
